Added housing development plans are largely dependent on an ever increasing number of people living in / moving to a given state. One of the objectives of communism is to make it more and more difficult for people to live independently in rural areas and own private property, and to control how and where people live. One of the main ways they reach this goal is by using crises in other states and cities as an opportunity to bum-rush the more rural areas of the country, using population and unwanted development to raise the cost of living and "blow it up", both economically and culturally. It is a part of the "comprehensive blueprint for the reorganization of human society", and is now known as the "Green New Deal".
